Abstract

This study aims to analyze Islamic leadership practices and moral governance in the management of religious institutions in Yogyakarta City. This issue is important because religious institutions do not only function as places of worship, but also as centers of education, social service, da’wah, and community empowerment that require transparency, accountability, and public trust. This study employed a qualitative approach with a case study design. Data were collected through semi-structured interviews, limited participatory observation, and documentation involving institutional leaders, daily administrators, program managers, religious figures, administrative staff, and community members selected through purposive and snowball sampling. The research was conducted from September to November 2025. The findings show that Islamic leadership is practiced through trustworthiness, consultation, transparency, exemplary conduct, the management of sincerity, and an orientation toward public benefit. The findings also reveal several challenges, including limited human resources, the absence of standardized administration, and dependence on specific leadership figures. This study confirms that moral governance should not be understood merely as a normative value, but must be translated into work systems, reporting mechanisms, evaluation practices, and clear role distribution. The study implies the need to strengthen the managerial capacity of religious institutions so they can become more trustworthy, participatory, transparent, and oriented toward public benefit.
