Sustainable Tourism Governance in Supporting Local Economic Development

This study aims to analyze sustainable tourism governance in supporting local economic development in Nglanggeran Tourism Village, Gunungkidul Regency, Indonesia. The study addresses the issue of how community-based tourism governance shapes participation, collaboration, benefit distribution, and local economic opportunities. A qualitative case study design was used to explore the experiences and meanings constructed by local actors involved in tourism management. Data were collected through semi-structured interviews, limited participatory observation, and documentation involving tourism village managers, tourism awareness group members, micro-enterprise owners, homestay owners, local guides, village officials, community leaders, youth groups, and residents. The data were analyzed using thematic analysis. The findings reveal five main themes: community participation as the foundation of tourism governance, stakeholder collaboration through local institutions, tourism as a driver of local economic development, cultural and environmental values in destination management, and governance constraints related to unequal capacity and benefit distribution. The study shows that local economic development in tourism villages is not determined only by visitor growth, but also by the quality of governance, community empowerment, and fair access to tourism opportunities. The study contributes to sustainable tourism governance literature by integrating collaborative governance, community empowerment, and local economic development. The findings imply that local governments and tourism managers should strengthen inclusive governance, transparent benefit-sharing, capacity building, and support for community-based enterprises.
